Statkraft receives government subsidy for sustainable hydrogen production in Den Helder

Statkraft Benelux has taken a significant step with its Zephyros green hydrogen project: the project is one of eleven selected initiatives receiving a total of over €700 million in subsidies from the OWE (Scaling Up Hydrogen via Electrolysis) scheme. This makes Den Helder a strategic hub in the Dutch hydrogen economy.

Milestone for North Holland North

The project Zephyros concerns the construction of an electrolyzer that will produce fully renewable hydrogen. Statkraft is initially developing a 6-megawatt facility, with the goal of expanding it to as much as 150 megawatts. This will eventually make Zephyros one of the largest hydrogen production projects in the Netherlands. The hydrogen will be used, among other things, to make industry and mobility more sustainable.

In a statement, the company stated: "This subsidy is specifically aimed at large-scale production facilities for fully renewable hydrogen. We are proud to have achieved this in two years, as projects must meet a wide range of requirements to be eligible. We thank the Netherlands Enterprise Agency (RVO.nl) for its confidence in Zephyros."

The award provides the project with the necessary financial foundation to bridge the gap between fossil and green hydrogen. The next step is obtaining the permit, which Statkraft expects to receive more clarity on next month.

Boost for Den Helder and the region

Statkraft's grant application was approved based on a low subsidy amount per megawatt of electrolysis capacity – a criterion within the OWE scheme. This demonstrates that the project is not only technically robust but also economically competitive.

The choice for Den Helder is strategic. The region boasts strong maritime infrastructure, connections to offshore wind energy, and ambitions to become a leader in sustainable energy. The arrival of Zephyros aligns seamlessly with North Holland North's regional hydrogen strategy, which focuses on collaboration between government, businesses, and knowledge institutions.

The Netherlands accelerates hydrogen production

The subsidy round in which Zephyros was awarded funding is part of the government's broader strategy to accelerate the hydrogen economy. Of the €3.2 billion in requested funding, €700 million has been awarded to eleven projects, representing 602 megawatts of electrolysis capacity – more than three times the capacity of the largest hydrogen plant currently under construction.

Minister Hermans (Climate and Green Growth) emphasizes the importance of our own production capacity: "By producing sustainable hydrogen ourselves in the Netherlands, we become less dependent on foreign countries. Expanding our production capacity is therefore an important and logical step."

Other companies receiving subsidies are: H2Eron (Delfzijl), Circul8 Hydrogen Factory (Lelystad), Eurus Energy Europe (Veendam), Air Liquide Industrie (Rotterdam), Uniper Hydrogen Netherlands (Rotterdam), FR Energyhubs (Steenwijk), Westfalen Hydrogen (Zutphen), Essent Hydrogen (Deventer), Den Tol Duurzaam (Gendringen), Vattenfall (Eemshaven).
